The British Horseracing Authority (BHA) has announced the resignation of Lord Allen, who stepped down as Chair in September 2025. This decision comes after a year of leadership, during which Lord Allen aimed to transform the BHA into a fully independent board with a strong commercial focus. However, the journey towards this goal has been hindered by a lack of consensus among the member organizations.
The BHA's member bodies, including the Racecourse Association, Racehorse Owners Association, Thoroughbred Breeders' Association, and Licensed Personnel, initially supported the idea of an independent board and a commercial remit. Yet, the process of amending the BHA's Articles, which requires unanimous support, has proven challenging. As a result, Lord Allen's vision for change could not be realized.
Despite the setback, David Jones, the senior independent director of the BHA, praised Lord Allen's contributions. He stated, 'Charles has been instrumental in shaping our vision, and we appreciate his dedication. While we couldn't implement the necessary governance changes at this time, I've had a wonderful working relationship with him, and I wish him every success in his future endeavors.'
Lord Allen himself reflected on his time with the BHA, expressing his admiration for the sport of horseracing and its passionate community. He said, 'Horseracing is a remarkable sport with immense potential. Over the past year, I've met dedicated individuals who believe that change is essential for the sport's survival and prosperity.
